Last week Perry announced his flat tax plan that gives citizens a choice between the regular plan or his twenty percent flat tax plan. Once they choose they cannot switch or change plans. According to an analysis done by the Tax Policy Center, Perry’s flat tax proposal would mostly benefit the rich with an immense tax cut. 98 percent of people with a one million dollar income would receive tax cuts while the other two percent would have increased taxes.
This unique, new policy could go two ways; it may either appeal to the public or repel them. Even though they could choose, the flat tax plan would allow better benefits for rich citizens and very little benefits for middle to low income classes. Democrats will mostly reject this policy because they believe in tax cuts for the middle class rather than the rich. Republicans, on the other hand, will support this proposal; Republicans mostly consist of more educated and high income citizens, so the flat tax plan would give them more tax cuts. This abstract and unique proposal could potentially give Perry an advantage over the other candidates in the running.
As a more Democratic biased citizen, I support lower taxes for the middle class. This flat tax policy would give a choice, but, like under the regular Bush tax plan, more wealthy citizens would still have larger benefits. The Republicans would definitely make out better under the flat tax plan while the Democratic middle class would have no change in taxes. I do respect his attempt to appeal to Democrats, but it was not a significant enough change to attract numerous supporters.
