1) The key issue is allocation of budget 2013 for youth and students. The major issues are: * 20% discount off PTPTN loans if the borrower settles their loans in full by September 30 next year * For those who failed to meet the deadline is entitled to a 10% discount if they have been repaying their loans consistently. * 1 Malaysia Book Voucher scheme where each student will get voucher worth RM250 * Graduate Employability Task Force will enhance the employability of unemployed graduates * PTPK loans will be provided for trainees to undergo skills training * Government will provide skills training for 3,200 Indian youths in estates. * The schooling assistance of RM100 for all primary and secondary school students will also be continued. The most important issue is the 20% and 10% discount for those who repay PTPTN loans consistently or want to settle in full. Government have allocated a lot of money in order to help students and youth in continuing their studies and to reduce their burden in paying the PTPTN loan. 2) Each course of action

Government has provided 20% discount off PTPTN loans if the borrower settles their loans in full by September 30 next year. This action is one of the most effective strategies for government in order to make the borrowers pay back their loan. The benefit of this action is that it will attract the borrowers to make early payment or pay in full. Government also give a long period of time which is a year for them to save their money if they intended to make a full payment. For those who failed to meet the deadline, they still get the benefit of 10% discount if they have been repaying their loans consistently. This action will encourage the borrowers to pay consistently for instance, by allocating a part of their salary to pay the loan monthly.
