Do you agree with the following statement-“first companies and then public organizations thought that using competency frameworks would bring significant organizational benefits, although there is little empirical evidence to substantiate this” discuss What is a competency framework?

A competency framework is a comprehensive structure which describes different competencies with its specific set of behavioral indicators and measurement criteria. A Competence (or competency) is the ability of an individual to do a job properly. A competency is a set of defined behaviors that provide a structured guide enabling the identification, evaluation and development of the behaviors in individual employees. We can now define a competency framework as a comprehensive structure which defines behaviors which provides a guide enabling the identification, evaluation and development of the behaviors in individual employees. Some common competencies are:

1.Communicating
The oral and written exchange of information in such a way that it is well understood. 2.Cooperation
Dealing with and establishing relationships with others based on empathy and respect. Active cooperation. Social intelligence. 3.Influencing
Influence the opinions and beliefs of others. Motivate others to the desired behaviour. Social intelligence AND the ability to persuade others to accept points of view. 4.Analysing
Data collection and methodical research to find out facts and causes, answer issues and draw conclusions (convergent thinking). 5.Creating
Original thinking, finding new solutions for problems, improving existing solutions (divergent thinking). 6.Organising
Structuring and organising the work, where people, resources/tools and time are being aligned to achieve goals. 7.Discipline
Working in a structured, methodical, organised, precise and concentrated way, according to established schedules, procedures and agreements. 8.Integrity
