Background
China health information system (HIS) has made a significant progress, especially after SARS outbreak in 2003. The major components of current HIS, that is the subsystems, are 1) Routine Health Statistic Information System (RHSIS), which is annually collecting information and data on health facilities, human resources, equipment & services provided to outpatients and inpatients ; 2) Disease Surveillance System (DSS), which is web-based reporting system on
