The Programs that I feel that might benefit the organization profiled in Appendix A:

Program’s Objective:
The objective of the block grants for community mental health services program is to provide territories and states with assistance financially in the making of their plans to provide mental health services to adults and children, as well as monitoring all progress and providing technical assistance.
Eligibility:
The States and U.S Territory Governments are eligible applicants and the recipients of States and U.S Territory Governments are the beneficiaries.
Type of Assistance:
This particular program is provided with Formula Grants

Dollar Range and Average Amount of Assistance Awarded:
The dollar range that is listed for this program is $50,000 to $53,096,425. The Average amount of assistance that is awarded is $6,761,619.
How this program is utilized by the organization that is profiled in Appendix A:
The organization in Appendix A’s needs are that they are able to provide psychiatric counseling services to the residents of El Paso County who are considered to be low income. I believe that the block grants for community mental health services program would benefit the state of Texas by providing funding so that this program can continue services and develop new

    The agencies were chosen because they are the ideal candidates who have the ability to help individuals in our community who don’t have a program that fits their needs.     The Community Counseling Services organization does not seem to explain their goals and objectives clearly. When first visiting the website it is clear what their list of programs and services are. It is also made clear who is able to utilize these services. Although each program states a specific purpose and need in which it is meeting, there are no direct measureable goals or objectives that are specifically listed. However, the programs and services descriptions seems to have their own goals because they each answer a different type of societal problem like outpatient services for those in times of life changes, and type 50 services for those who need behavioral health care, or mobile therapy for children and families who need one on one counseling, substance abuse programs and even senior programs.     Participation across the program as well as community outreach contacted indicated 717 contacts on average per day in the Clubhouse programs surveyed (Potnick and Salzer, 2008). Researchers in this study also discuss another widely used, evidence-based model that is standard in Pennsylvania called the Partial Hospitalization Model (PHP) which encompasses community housing of clients, but involves clients spending up to seven days a week in a Community Mental Health Center or hospital setting (Potnick and Salzer, 2008). So this section of the study in essence compares a model where SPMI individuals participate in informal community support (Clubhouse) to SPMI individuals who commute to formal community support services (institutions). The researchers assert that both programs make a substantial impact on reducing psychiatric inpatient admissions and address various symptoms/concerns in this population. Potnick and Salzer (2008) do maintain both Clubhouse mode as well as PHPs as evidence based practices and strongly argue in favor of their benefits and necessity, but in an analysis of cost to outcomes, conclude that in Pennsylvania that Clubhouses yield 43 percent less cost than the PHP’s. Contributors to this may include the fact that PHP’s are reimbursed higher, although they provide less hours of contact than Clubhouses. The researchers note that if the PHP provided as many units of services, due to this increase, the difference state wide in cost would be around 7.5 million dollars (Potnick and Salzer,…

    The American Mental Health Counselors Association (AMHCA) was established in order to accommodate this growing population. In 1977, AMHCA held their first annual conference. During another conference held the same year, the organization held several competency-based workshops and discussed issues concerning licensure, third-party payments, how counselors should treat special populations in the settings they found themselves working within (William, 1985).
