1. What recommendations would you make to Rosas about organizing the Jaguar project, and why? I feel that the Orion organization needs to follow and maintain a strong matrix structure in organizing the Jaguar project. By ensuring a solid matrix structure, the project manager Rosas will have a border control over the project and the functional departments will execute their functions as subcontractors. As a result of this the project can be completed before the due date. This would also increase the efficiency of the project. In order to escalate the flexibility of the project, their needs to be a solid project focus within the project group. The project manager should also establish a task driven culture. According to the case, there was a concern about project ownership. However I feel this can be overcome with a strong communication plan between the members of the project group. Equality in the workplace is a critical factor in the success of a company. Team members need to be treated equally and need to assist each other. There should also be a performance based reward for the employees who perform their duties well. In addition to the above, they should establish strong risk management programs, examine and comment on project portfolios within the company and audit current and completed projects.

2. How would you change the organizational chart and master plan to reflect these changes? I would recommend Rosas to include ways to address the concerns found in the case. I would also include a manger for the production, quality and logistical support on the front of the organizational chart. Redesigning the master plan to ensure it engages with the manufacturing and logistical support.     The Orion Shield scenario presented a novice project manager’s actions, inactions and subsequent results during a project to produce materials for an orbiter’s launch booster rocket. While the contracted company eventually succeeded in producing a product, the project was plagued with numerous challenges that could have resulted in failure and did indeed result in the demotion of the project manager. There were business strategy, structural, contractual, ethical, and communication issues that impacted the successful completion of the project, causing cost overruns, strained internal relationships and customer distrust and dissatisfaction. Various solutions are recommended to decrease the incidence of issues in the future. These solutions include the proper use of strategic and business planning, pre-initiation and kick-off activities, and coordination tools, such as dashboards and project management software.     “Projects account for about one fourth of the U.S. and the world’s gross domestic product” (Schwalbe 2012). With that said, there are many challenges and issues that hinder the ultimate success or completion of a project. So is evident in the case of the Orion Shield Project, whose execution faced issues of technical, ethical, legal, contractual and interpersonal natures. Taking on a role that assumes responsibilities in stark contrast to newly appointed project manager Gary Allison’s professional background and experience doomed the project from the start. Not only did Gary not have the experience, he failed to research and prepare himself, prior to the project’s inception, with the proper project management tools and techniques that are pertinent to the success of a project. The ethical issue of false promise, regarding the maximum temperature at which the shield could operate successfully, was apparent before planning had begun and the role of project manager was officially accepted by Gary Allison. This dishonest proclamation was unsettling to Mr. Allison but he failed to voice his concerns, therefore perpetuating his anxiety and lack of confidence of the projects success. Technical issues, straying from strictly scientific measures which were Mr. Allison’s sole forte, existed in the execution (or lack thereof) of project milestones. Contractual issues arise when Gary and is team failed to follow contract protocol and policy, regarding problems with communication and weekly data share amongst all stakeholders as well as manufacturing delay demands, and cost overruns. Legal issues tie into the contractual breaching that served as a continuous theme of Gary’s non-cohesive managerial process. Interpersonal or social issues continued to surface and resurface with the lack of initiated data share, communication, and responsiveness amongst all the project stakeholders.
