| Eco-Merge Philippines, a Filipino-Japanese Company, formed to develop solar power plant projects in the Philippines. Eco-Merge is looking into a number of projects totalling to 41MW. The first of which is the proposed 11 MW solar PV power plant in Camarines Sur located in the south of Luzon. Other priority areas being considered by the Eco-Merge include: Negros Occidental in the Visayas (10MW), Agusan del Norte (10MW) and Zamboanga (10MW) both in Mindanao.Eco-Merge model is to partner with the Local Government Units for the provision of land required for the solar power projects either through a Joint Venture Agreement or Lease Agreement. For the case of the Cam. Sur Project, Eco-Merge is currently discussing initial collaborations with potential partners, including the Provincial Government of Camarines Sur.The project is in response to the call of the Government for investments in the power sector particularly in renewable energy in which so much interest has been generated with the passage of the “Renewable Energy Act of 2008”. The said Act has established favorable regulations for renewable energy based power generation and provided significant incentives (income tax holidays, import duty free, VAT zero-rated on energy generation, etc.) to RE developers. Among the new regulations being put in place under the Act that spurs investor’s interests is the feed-in tariff (FIT) mechanism. The FIT price, particularly for solar PV, is expected to be significantly higher compared to the current market off-take prices for conventional sources.Together with its partners, Eco-Merge envisions to launch its first 11MW project by 11/11/11.
