The vision of the Oklahoma Department of Corrections is, “The Department of Corrections will create a culture that empowers individuals, encourages teamwork, employs best practices, and embraces diversity.” The mission of the Oklahoma Department of Corrections is, “To protect the public, the employees, and the offenders.”

QUALITY ASSURANCE MISSION AND RESPONSIBILITY
The mission of the Oklahoma Department of Corrections Quality Assurance System is, “Promoting Quality, Results-Driven Operations, Programs, and Services to Effectively Meet the Needs of the Public, Employees, and Offenders.” Quality Assurance is responsible for ensuring the continuous review and evaluation of operational, programmatic, and functional areas operated by the department or by a provider under contract with the department in an effort to: • Ensure accurate and timely information and recommendations are provided to stakeholders so that organizational resources may be best allocated to meet organizational performance outcomes; Ensure accurate and timely information and recommendations are provided to stakeholders about the efficiency and effectiveness of operations, programs, and functions in meeting established performance outcomes so that the quality of such efforts may be compared and proactive improvements made on a continuous basis, training needs identified and addressed, and so that efforts not found to be efficient and effective may be modified, streamlined, or eliminated; and

Ensure a system of accountability is provided so that quality (bestpractice), results-driven programs and services are created and delivered to meet the needs of the public, the employees, and the offenders.

QUALITY ASSURANCE SYSTEM ~ LOOKING BACK
The Quality Assurance Unit was created January 16, 2006. progress highlights since the unit’s creation: • • • • Following are

A “start up” business plan was developed and approved by the Board of Corrections. Policy Statement P-010600 entitled, "Quality Assurance System," was written and issued. Operations Memorandum OP-010601 entitled, "Oklahoma Department of Corrections Quality Assurance System," was written and issued. An initial marketing campaign was developed and implemented to ensure organizational transparency. Eighteen Communications Bulletins were issued to keep staff informed regarding progress; several newsletter articles were published; and numerous presentations were made to a variety of audiences. A Quality Assurance web site was created. A Quality Assurance e-mail "Hotline" was established. The e-mail address is improvementatwork@doc.state.ok.us. Four Organizational Reviews were completed (Volunteer Services, Victim Services, Employee Assistance, and Tulsa Correctional Emergency Response Team). Two Organizational Review interim reports were issued (Financial and Business Services statewide and Classification Audit Process). Six additional reviews were initiated and include Maintenance, Medical Services, Procedures and Accreditation, Offender Programs, Offender Education, and Sex Offender Treatment. Fifteen Process Action Teams were chartered. Six of the 15 teams submitted final reports, and three of the teams are currently working on their reports. Six training sessions in "Facilitation Skills" as well as "Quality Awareness, Teams, Tools, and Techniques" were offered.
