Boeing Australia E-Procurement
Boeing Australia Limited – E procurement
Executive Summary
As Russell Menere, I recommend the management of Boeing Australia Limited to follow the footsteps of Boeing US to adopt and implement cost effective e-Procurement system, which can be interfaced with the legacy information system as we have IT infrastructure in place that is our core strength.
Through e-Procurement system we can improve redundancies in the business process and operations, gain in productivity by upgrading procurement processes. Cost savings by reducing processing time, rationalization of a large number of BAL suppliers and maintaining relationship with Key Suppliers. Investing in an e-procurement system BAL would seek short term improvement tool that would simplify the procurement process across different division and support complex interfaces with suppliers. We can broaden our scope to include reverse auctions tool as well.

Key Assumptions
I would assume that the management has approved a reasonable amount for the cost of setup, implementation, training, interface and support of e-Procurement system with the BAL legacy system. Assuming that the BAL key suppliers have no problems with the changes to the procurement processes.

Statement of issues
The main issue is processes. There are redundancies in the business process low productivity and high processing time in procurement processes, a large number of BAL suppliers and relationship with Key Suppliers is not maintained. BAL is having budgetary constraints to invest in an expensive new system and set up complex interfaces within inter organization and with suppliers.
Existing legacy system is having large information system across the organization.
A list of possible barriers is as listed below

Barriers to e-procurement
• Upper Management Support / Lack of Leadership
• Other Competing Initiatives
• Resistance to change
• Lack of a widely accepted solution
• Magnitude of Change
• Complicated procedures and

The roll out of additional tools of Ariba’s spend management solution, which was supposed to cover all spend categories was another challenge. Since it in the beginning only consisted of a small group of suppliers extended over the coming month, which might lead to difficulties when trying to increase conformity with preferred suppliers. Those shall be decreased to 2000, which will make it easier to manage them and also to develop proper sourcing strategies. However integrating the different Ariba system tools represented another challenge, and was important to make sure that orders are based on the same agreed terms.…

One tool presently available is e-buy. A tool developed with other large buyers and our Parent company Boeing. Since 80% of the procurement transactions are for these “day-to-day” buys, it is imperative these new processes target this segment. Making the process dimplier and more efficient on these “day-to-day” buys will leave us more time and resources to promote and invest in supplier management programs with our “critical” or “strategic” suppliers. Most of which supply the “traceable” items required. Investing in supplier management will enable BAL to attain total overall cost in the purchase of critical items. Since procurement is only one sector of the information systems at BAL, the time is right for us to look at inexpensive ways to integrate our other “back end” legacy systems to take full advantage of interacting with suppliers and customers alike. This can be achieved by working with our present ERP provider, WDS, to contract with other information system providers to find an inexpensive way of reaching our goals. BAL’s information systems help to execute our core business. This will enable us to leverage new business which is the key to growth and profitability. Now is not the time to “sit-on-the-fence”. If we do, we run the risk of losing our strategic advantage.…

With the implementation of RA 9184, all National Government Agencies (NGAs), Government Owned and Controlled Corporations (GOCCs), Government Financial Institutions (GFIs), State Universities and Colleges (SUCS) including Local Government Units (LGUs) are mandated to use the PhilGEPS. Suppliers, manufacturers, contractors, consultants are also required to register as well. Through the use of the PhilGEPS, transparency in government procurement is enhanced since opportunities to trade with government and the ensuing transactions are provided online. Information on changes in terms of references, bid schedules and on the winning bidder and contract amount are all accessible through the system. In addition, the electronic catalogue, which provides information on pre-approved cost of commonly used items, will help government auditors check that supplies purchased by a government agency are not grossly over-priced. Before the enactment of RA 9184, bid opportunities costing 2M and above for…
