1.0 Introduction
1.1 Overview of the Current State of Technology
Information technology refers to the collection of tools that make it easier to use, create, manage and exchange information. The Internet is the latest of a long series of information technologies, which includes printing, mail, radio, television and the telephone. One of the exciting ways in which the computer serve as a general service tool is in the field of information retrieval and operations—the search for facts which, together with the operations done on it, are stored in a central storage are. Computer-based information retrieval operates through the use of software that can offer information services for an institution. An information service provides a way to electronically access, retrieve, and transmit that information. As of now there are some Barangay are still using hand operated transaction. The records are transact and stored manually.

1.2 Background of the Study
The Barangay Hall was founded on August 14, 2011 by the former Barangay Captain Fernan Galvez, brother of the current Barangay Captain Fabius Galvez. Originating from a nursery school into a Barangay Hall. Before the nursery school turns into a Barangay Hall, the principal of the school disagrees for the relocation. But Mr. Fernan Galvez talked to the Principal and convinced him to relocate the school.

The barangay is in charge of keeping track of the records of each and everyone living in the place. These records are important for different purposes that the barangay is being used. The system that the barangay is being used is the manual based process for all the services it gives to its constituents. They manually handle files and information they get. For instances, in getting the barangay clearance, they issue a transcript form to the resident requesting the clearance. Same through with the storing of the files, they used folders and envelopes to store the files. The organization experienced hard and long procedure in accessing the records they have when it is needed and the redundancy of the records. The proponents aim is to provide a record system that upgrade their hand operated transaction to reduce the time for it to be done.

1.3 Statement of the Problem
As for the moment, the barangay workers were using the manual process in most of their services, the barangay is giving to its constituents. For instance, in keeping records and issuing the barangay clearance. The main problem concerning the barangay is that they do not have a centralized and accurate system for storing records they have for these are very important to them. How they will have a file maintenance system and will lessen the burden of works they usually do in getting, keeping and updating the files. Related to the main problem, the barangay is also faces problems like:

1.3.1 Lots of papers they collect and store for/as barangay records that sometimes it is not that important. Also with this, specifically with the clearance, the redundancy of the records of one resident.

1.3.2 Having hard time in accessing the records and information of a specific person for it is not sorted out accordingly.
1.3.3 The safety of all the files they store.
1.3.4 How they will maintain and update the records.

1.4 Project Objectives
1.4.1 General Objectives
To develop a Record System for Barangay San Juan to give the best quality of service that the residents need and to be the best and competitive Barangay not only in Balagtas, but also in all provinces of Bulacan.

1.4.2 Specific Objectives
The Barangay Official’s daily goal is to give their residents a convenient assistance.
1.4.2.1 In terms of paper transactions, it will lessen the time for finishing the transaction. This will be encoded and automatically saves in the database.
