I.

Introduction

The Association of Southeast Asia was created in August 1967 by six nations
Indonesia, the Philippines, Thailand, Singapore, Malaysia and Brunei for the matter of preventing the spread of communist ideology, promote peace and cooperation in the region. The ASEAN head quarter is based in Jakarta, Indonesia‟s capital city. In 1990s, when the Cold War completely collapsed, there were four other countries in the region including Cambodia, Lao, Myanmar, and Vietnam decided to join ASEAN. These four new members were the former communist states.1 As ten economies joining together, the regional economy is progressing forward step by step. Watching other region such as
European Union, East Asia, and North America cooperate together and made up a very strong economy. The ASEAN nations then committed themselves with an objective to establish a single market economy for the region in 2015. The aimed is to create a highly competitive economic community that will play a significant role in the global economy.
The ASEAN enquire all its members to participate

    PHNOM PENH, April 3 (Xinhua) -- The Phnom Penh Agenda was adopted at the 20th ASEAN Summit on Tuesday, focusing on speeding up the realization of the ASEAN Community by 2015.With the theme "ASEAN: One Community, One Destiny", the two-day summit gathered heads of state or government from 10 ASEAN member states with Cambodian Prime Minister Hun Sen as the chairman.The agenda adopted on the first day of the summit emphasized that building the ASEAN Community and narrowing the development gaps shall remain high on the agenda of ASEAN to ensure the benefits of ASEAN integration are fully realized by its people.The agenda encouraged ASEAN to double efforts to realize the ASEAN Economic Community in 2015 by transforming the bloc into a single market and production base, a highly competitive region with equitable economic development and fully integrated into global economy.In order to effectively and efficiently implement the Master Plan for ASEAN Connectivity adopted in 2010, the agenda said the ASEAN should work toward accelerating the operationalization and utilization of the ASEAN Infrastructure Fund, with the support of the Asian Development Bank, through the participation of ASEAN partners, as well as more private sectors.On the realization of the ASEAN Socio-Cultural Community, the agenda mainly tasked the labor ministers of all member states to implement the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers, starting by focusing on issues which are comfortable to all ASEAN countries in line with the national laws and policies.While experiencing persistent occurrence of natural calamities, Southeast Asia needs to give priority to disaster management, by fully operating the ASEAN Humanitarian Assistance Centre to serve as a regional hub for information and knowledge sharing, as well as ASEAN's collective…

    Ever since the Cold War, the leaders and foreign ministers of Southeast Asia knew they had to have a united front against the new-age threats to their existence. The ideal of combined interests in the region for peace and prosperity nearly collided at the same time as the transition of the European Economic Community 1973. ASEAN would experience the same trials and errors as the successful European Union international entity. The success of the EU has become ASEAN’s prominent example in its integration and growing stages of its influence, values, politics and diplomacy throughout the 10 nations collaborative organization. The EU’s shining example has primed ASEAN to become a key player in the ever growing era of globalization and be recognized on the international stage. Due to the EU’s guidance, ASEAN has often been compared in a notion as similar to the EU. However, ASEAN’s components and foundation is staggeringly different and complicates the similarities of the two organization’s relations. After the initiation of the Treaty of Amity and Cooperation in Southeast Asia in 1976, the two entities would collaborate on common terms and provided ASEAN the mechanism to further integrate and expand their interests with other nations around the world. Although it took many years for the treaty to be ratified with other nations, ASEAN would soon be on its course to international recognition and negotiations. The EU’s initial procedures with ASEAN development would constitute towards the establishment of the ASEAN Charter that would legally and officially recognized ASEAN amongst the international community. The combined efforts of development, legal recognition and enforcement of ASEAN’s organization and its charter would be granted in December, 2008.…

    ASEAN Economic Community (AEC) is one of the three integral pillars of the contemplated ASEAN Community. The other two are ASEAN Security Community and the ASEAN Socio-Cultural Community. AEC was agreed by ASEAN leaders at the Bali Summit in October 2003 that it should be the goal of regional economic integration by 2020. This agreement came about when the ASEAN leaders acknowledged the necessary to transform ASEAN into a stable, prosperous, and highly competitive region, and also to reduced poverty and socio-economic disparities. However, later at the 12th ASEAN Summit in January 2007, the leaders decided to accelerate the establishment of AEC bye 2015 due to the urge to have an integrated economy as soon as possible. In order to accomplish this goal, ASEAN members shall act in accordance to the principles of an open, outward-looking, inclusive, and market-driven economy with multilateral rules. Due to the external trade and threat, ASEAN feels that there is a need to have ASEAN Community in order to remain outward looking. It is decided that AEC should have the following key characteristics; a single market and production base, a highly competitive economic region, a region of equitable economic development, and a region fully integrated into the global economy.…
