Men collectively interact with one another to achieve their aims. This is propped by the statement of Aristotle that “man by nature is a political animal”. For to let circumstances pass, would result to some wayward course in the future. In simplest terms, current issues are the prevailing subject of concern of an individual. It is ubiquitous that solving these issues will help improve the social welfare of the people in a certain community or country. Conversely, Public Administration is safe to accept both as an art and science. Authors worldwide ferociously supported and defended Public Administration as an art and/or public administration as science. From either angle, however, it is equally obvious that the precepts and standards of administration comprise a single discipline. Its rules and insights are utilized in numerous and widely different fields, but they nevertheless constitute one body of theory and practice. Just like public administration in general, current issues in national development are both Public Administration and public administration. It is considered both as an art and science. It is in the sphere of cooperative or collective effort that public administration, be it a science or art, has a primary significance in the national development. Whether the issues are social, religious, or political, every individual and organization depends on administration for achieving the aimed development.
