ABSTRACT
The tourism industry has rapidly developed in Malaysia since the first setting-up of a central agency, the Tourist Development Corporation in 1972, which dealt with aspects of the industry. The thesis argues for the importance of a study that contributes towards the understanding of the state role in tourism development, particularly in an area considered to be the backwater of a developing country. Little is known on the understanding of such a role in the context of Malaysia. Therefore, this thesis explores the role o f the state in the development of small accommodation and attraction enterprises, an important sector amongst tourism diverse suppliers, albeit in the context of Kelantan, an area having the attributes of a peripheral region in Malaysia.
