If I were to obtain $1,000,000 in funding for the improvement of Elliot Lake, and to help make a better life for its inhabitants, I would increase the amount of affordable housing available in Elliot Lake, and also modernize and enlarge the Oaks Centre, which houses five different community service programs.
According to the 2011 Census, an astounding 86% of the population of Elliot Lake is under the poverty line. Aside from being one of the largest retirement communities in Canada, Elliot Lake also has a large number of people in receipt of Ontario Works, Ontario Disability Support Program, Worker's Compensation or Canada Pension Disability benefits.
Despite these numbers, the average rental cost for a single person dwelling unit is $530 per month, plus heat and hydro. Paying these high rents, and the rising cost of hydro, leaves little to nothing for other necessities, and these people definitely have nothing left over to spend on recreational activities.
This is why I would use a portion of the funds to purchase the old College Boreal campus, and one of our older shopping complexes and convert them into residential units, geared for people on a fixed income. There is a large area in the shopping complex which could be converted into a fitness center. Membership fees to this facility would be on a sliding scale based on monthly income, thus enabling anybody to 'join a gym' should they wish to do so.
Ironically, until last year, the Ruben Ulli Ute Recreation Center, our local swimming pool(with whirlpool and saunas) and fitness center, had this type of program in place....
