      Introductions
      As a federal government employee for Communication Electronic Lifecycle Management (CECOM), I have been assigned the distinct duty of a contracting officer to oversee the acquisitioning of a proprietary database program for CECOM. Within the contents of this report, I will explain how CECOM will go about developing a statement of need, in addition to providing examples of the information required, and the factors to be considered throughout the process.   Also I will assess the primary risk factors associated with the development of the statement of need and demonstrate how they can be mitigated
      CECOM is a Department of Defense federal government agency that is currently located on the confines of Aberdeen Proving Ground (APG) Maryland, and is a partner in the Army Team- Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR).   CECOM is comprised of independent and inter-dependent organizations which is collectively responsible for the life cycle of C4ISR systems.   C4ISR systems ensure joint operability across the battle space and are found throughout Army units, Army platforms and across the spectrum of Army operations (U.S. Army CECOM, 2010).
      Statement of need can be defined as the statement of the problem(s) or the reason behind his or her proposal.   A statement of need should consist of a well documented description(s) of an organization problem(s), why it needs to be addressed, why it is significant, and who will benefit from it.   In most occasions, the statement of need is where one will review organizational documents; describe other attempts to address the problem, use data to back...
