      Historical Perspective on Abortion
      Abortion is defined as the termination of a pregnancy.   Initiating debates between Presidents, Democrats and Republicans, and citizens of the United States.   Deciding who has the authority to decide when and if a pregnancy should be terminated has been a continuous conflict.   Do to the diversity of issues that abortion has the government now decide when, where and how a pregnancy should be concluded.   As the President enter office, the issue of abortion remerge compelling reevaluate of policies. After analyzing all components of social, economical, and political position the President of the United States ultimately has the final decision on the policy of abortion.
      Social Historical Perspective on Abortion
      The social characteristic of abortion has changed during the last three decades. The age of participants involved in abortion has become younger.   Eighteen percent of U.S. women obtaining abortions are teenagers; those aged 15–17 obtain 6% of all abortions, teens aged 18–19 obtain 11%, and teens younger than age 15 obtain 0.4% (Facts on Induced Abortion, 2011, para. 6).     In addition to this, abortion has changed its dynamics of cultural components.   In 2004, there were 10.5 abortions per 1,000 white women ages 15 to 44, compared with 28 per 1,000 Hispanic women of that age and 50 per 1,000 black women (Study Finds Major Shift, 2008, para. 7).     President Clinton evaluated the demographic changes associated with abortion and realized the underlining issue of this matter was deciding if the process of abortion was legal or illegal.   If these women were considering an illegal abortion, how far would one go to terminate the pregnancy?   President Clinton wanted all citizens to know that a termination of abortion should be “safe, legal and rare."
