22.2.4 OPEN SKY POLICY The passenger aviation industry had been highly regulated in the aftermath of Second World War till recently. The regulatory regime was based on restrictive international agreements on a bilateral basis and protected the national airlines against other scheduled competitors and charter carriers. The national airlines were thought to act as factors of economic modernization, which provided a stable and regular transport service, facilitated regional development promoted international tourism recognition. However, in practice the aviation sector offers low quality service at unjustifiable high fares. The emerging customer dissatisfaction led to the 1978 de-regulation of the US domestic market and triggered similar practices worldwide. Many countries signed open-sky agreement.
In India we have opened the aviation sector to the private sector and a number of private operators are operations flights in some selected routes. In
International flights the central government has given green signal to the private sector to operate services. Jet Airways, King-Fisher, Spice Jet and
Deccan Airways have already started their presence in the Indian aviation sector. With the privatization of aviation sector, the monopoly of the Indian
Airlines and Air India ceased and even their existence is in danger. The

Belonging is usually defined as being accepted into and by members of a family, group, class, race, community or school. The term belonging means something different to everyone but most people will come up with the words acceptance, security and identity. Now throughout my life I had a very hard time belonging in my childhood, I wasn’t born in Australia like many of my peers, I was born in Germany and voyaged to Australia on a boat trip with my polish parents that lasted 4 weeks. Now by this time you could tell when I arrived to Australia I did not belong at all. I had no friends when I attended school, I hardly new any English so I could not communicate with anyone. I went to st Patrick’s collage, a Christian school that my mother enrolled me in without thinking about expenses or fee’s my mother only wanted the best for me. But the mood is upbeat now after we (government) allowed 49 percent FDI in airlines," Singh told reporters on the sidelines of an Assocham event here."Time will tell how many foreign airlines are interested," Singh added a day after the government notified that the foreign airlines can now pick up 49 per cent stake in domestic passenger carriers.Foreign carriers have so far not been allowed to directly invest in Indian carriers for security reasons, although 49 percent FDI by non-airline players was allowed.The Indian airlines sector has been going through a tough operating environment as high fuel and interest cost have hurt it. The government expects that the decision will help bring in more funds to the airlines who have been cold shouldered by banks.The decision is particularly expected to help airlines like Kingfisher to gain capital and resume full services. Other Indian carrier's require funds for expansion and to gain market share.International airlines have welcomed the government move.
