Casino is equal to all kinds of gambling properties or activities including horse-racing, dog-racing and cruise ships. Nowadays, there are about 6,224 casinos in the world. The most popular casino must be the one in Las Vegas. Besides, Cathy H.C. Hsu points that gambling has existed in Asia for many centuries and gambling has become part of daily life in many Asian cultures like India (Casino Industry in Asia Pacific Development, Operation and Impact). Many Asian governments are turning to gambling to bolster their economies, to capture taxes lost to illegal betting and to boost tourism. Why Hong Kong does not widely develop casino?

In fact, Hong Kong has the Hong Kong Jockey Club to provide horse-racing betting and football betting to the general public. However, in Hong Kong, there are some restrictions to the development of gaming, so casino cannot be widely developed. The limit land may also one of the factors to affect the development of casino. On the other hand, developing casino raises more concerns no matter on the economic and social perspectives.

Therefore, this essay aims to examine the negative impacts of widely developing casino on Hong Kong and the limitation on developing casino in Hong Kong.

2.Adolescent gambling in Hong Kong (BY LEUNG KIN CHING)

For adolescent gambling problem in Hong Kong, Department of Sociology of The Chinese University of Hong Kong had conducted a survey on adolescent gambling in 2010. The study had surveyed 703 marginal adolescents and 4,734 students. 95% of the marginal youths and 28% of the students had gambled for money.1 This showed that adolescent gambling existed in Hong Kong.

Adolescent gambling is a serious social problem. It will lead to many negative effects. First, undoubtedly, it will lead to financial problems of the adolescents. Since most of the adolescents are not able to earn money, they will have no money for daily life if they lose their pocket money due to gambling. Second, adolescent gambling may lead to many social problems. Due to the financial problem, adolescents many have arguments with their parents. Domestic violence may occur in long term. Also, they may attempt to steal from others if they failed to negotiate with their parents. Lastly, it will lead to increasing formation of pathological gamblers in Hong Kong. Starting gambling from adolescents, it is easy for them to addict on gambling. Just like drugs and alcohols, once someone addicts on it, it is difficult for them to get rid of it. There is higher risk for them to become pathological gamblers.2

However, the above adolescent gambling existed in Hong Kong is only the situation of no casino in Hong Kong. There are only three types of gambling held by Hong Kong Jockey Club and there had already 95% of the marginal youths and 28% of the students tried gambling. It is not difficult to imagine, the adolescent gambling problems, which leads to many negative effects to Hong Kong society, will become worse if Hong Kong develop a casino.

In conclusion, adolescents are the pillars of our future society. To provide a good environment for the pillars of our future society, Hong Kong should not develop a casino.
