    Chaplaincy has had many forms especially early on in its infancy stages, but the idea of building morale of the troops through spiritual encouragement has always remained true. Doris L. Bergen’s book The Sword of the Lord, eloquently crafts the early time period of military chaplains from the Roman imperial period from 27 BC to AD 500. It is important to note that religion was a severe matter for the soldiers of the Roman army, and the fact remained that there was not a separation between church and state during that time period. “As pontifer maximus, or chief priest, the emperor had supreme responsibility for maintaining the pax deorum (peace of the gods) and ensuring that the gods who oversaw the welfare of the state continued to do so.” Regardless of what our individual belief is concerning God and religion we can understand why this would be important to the army being the most prominent organization in Rome at the time.     Yes there were statues, musical instruments, holy books, and special robes and other forms of material expression. The statues were located on top of the pulpit it was brown and white. The musical instruments was a flute, piano, harp and a guitar. The holy books were located on the back of the pews. The preacher had a vestment on which was white with little bit of red. The choir usually have robes but didn’t wear them that Sunday. Two candles were lit that proclaims the word of Christ: I am the light of the world: which means human and divine.     The U.S. military focused its communication efforts on its own familiar classified Internet network, the Secret Internet Protocol Router Network (SIPRNET). SIPRNET essentially eliminates the possibility for a facilitating communications with civilian responders to access. Koch suggests military elements must learn to forget the SIPRNET completely; basically, you have to be prepared to use the unclassified Internet almost exclusively to gain and then share rapidly unfolding events (Koch, 9). Communication issues were at fault for one of the highly publicized instances where aid was slow to be delivered. The first was a Doctors without Borders plane carrying a stockpile of medical supplies was continually rerouted by the military operators of the airport. As noted before the UN Office of the Coordination for Humanitarian Affairs has various mechanisms for interagency cooperation to prevent duplication of efforts and define the most relevant needs. Not only is there a need for greater understanding of the UN mechanisms, but inclusion of these mechanisms can increase the military’s effectiveness in disaster relief. This would require the mission of the military to be more specific than, “preventing human suffering” when in fact it may fall under many of the already defined cluster categories, such as emergency shelter, medical aid, and logistics for example. Representatives who are subject matter experts in these fields can attend cluster group meetings and return to brief the Joint Task Force Commander who will then take necessary action. This approach will increase the exposure military capabilities, display expertise to the NGO community, and still preserve the command rigid structure as the subject matter experts ultimately report to one…
