Today an organization’s profitability and growth depends on people. In the past, most industrial managers have directed a great deal of attention to the management of an organization’s physical resources. The emphasis on physical resources in understandable since these factors are tangible and relatively easy to control. Thus, they lend themselves to the general rules and principles of management. On the other hand, people the human resources of an organization, tend to be less easy to control, more unpredictable and less understandable. The management of people is not subject to irrefutable laws. Human resource system is a much more dynamic concept than the technical personnel function in an organization. It has multiple functions. Not only does it deal with the problems of administering the personnel function but it help the organization in several other ways.
